I’m looking at buying a motorcycle privately. Owner has emigrated. The finance account that he had was settled two years ago, but the bike was never changed into his name. Can this vehicle be transferred into my name from the banks name? Obviously he has the settlement letter etc.

Had the same problem a few years ago. Wife bought a BMW 650 xcountry, and we shaved the seat, worked like a charm. Lots of 300-400km a day rides, managed fine. Was the first bike she rode on dirt, no issue at all.  They like hens teeth, but there are a few floating around. Good luck.
