Busy refurbishing this vintage HAZET workshop tool trolley, battling to find replacement WHEELS (not the Castors, Castors are easy to replace, wheels are difficult...)

Would love to refurbish the wheels, they are actually 'Continental', but 40 - 50 years of hard workshop use, they are 'tired', and am asking if anyone knows of a refurbishment method I could use on them.

Battling to get replacements from HAZET, Germany, so might need to refurbish them...

All tricks & tips welcomed!
