Sounds right. The higher the % the higher profile, more sidewall height between rim & road.

First pic ally doesn’t look as though it was cracked before, second pic looks as though there‘s a problem with the clutch. The arm is hard against the casing. I suggest looking into why it broke & then decide on solution

Shims don’t just fall out! If it ran with a shim missing you’d have to be deaf and totally mechanically unsympathetic not to realise something was seriously wrong!
