So from the JPSA doc they must by law send you an invoice. This need not be by registered mail. So how will they prove that you received said mail? (Especially since we know the Post Office history) Then they refer to the vehicle and not the user. So will they send my vehicle an invoice? ...

Personally would not ride without knee braces. Pads only protect agains impact. With heavy boots twisting a knee in technical terrain is far more likely than bumping a knee on a rock. Proper braces is a must. I even wear knee braces when riding the 990 out on dirt roads.
