1 simple idea - fixed axle and turning hub makes constant pump pressure and then add pressure relief valve to wheel rim, set to the pressure you want.

A pump and a release valve................................ Hub mounted pump, access to tyre through mag spoke, bluetooth control to ECU. Took me all of 20 seconds to think of that ........................... I hope those bike mechanics are a bit smarter than me. Otherwise, I want a job.

'I can't win because I ride too fast' is not acceptable. Surely, if these limits are critical to safety, just build an auto pressure regulator into the bike. Tyre management is a rider thing, counting laps of 'fast' is bean-counting, especially when it's the one in front who's allowed to go...
