It's the fan for the Flux Capacitor. Sits behind the CPU for the carburetor.

I gutted mine (on the GS) and replaced the lines with braided SS ones salvaged off a crashed GSA. Easy to service, 100 times better feel and they will last for ever. (Then promptly sold the bike ... so now the next owner is enjoying them.  ::)  )
