They need to make a profit and we don't know what the margins are from the factory , perhaps if more people supported the local importer he would buy more and get a better deal from the factory and adjust pricing accordingly .

I spoke to one exhaust manufacturer who told me that from the first prototype to the final product can take up to 250 changes .
Each time is making a physical change , test on dyno , compare to previous dyno runs , and repeat up to 250 times , that is what you pay for .
Does the local agent have stock ? If so he has to pay up front for those items , he has to carry a range of the product , some might sell quickly , others might not sell at all . It is a risk he has to carry , and that is what you are paying extra for , the convenience of having that product...
I don't see Dorna letting go of 86% , 49% maybe at a push , realistically Liberty get 14% , too much money and greed involved .
