If the pump has been standing whip the fan cover off and check that the rotor spins freely if its too tight it will also trip the thermal overload

Change the cap, more than likely your problem, to check the windings you would need an Insulation Resistance and Continuity Tester ( Mega) also different size motors would have different  winding impedance
