BMW Charger Question

Good morning all.

I have an R1300GS and bought the BMW charger with the lithium support.

Interesting issue. When I connect the charger it will charge the battery to 100% and the "full" light comes on.
The charger will then remain on 14.2v and 0.4a as if it is still charging. Confirmed with a multimeter that this is in fact the case.
It never goes to sleep.

Also, when I disconnect the charger it stays on with the "no battery" message.

1: Should this not go to sleep and just maintain the battery?
2: Should this not go to sleep with not battery connected?
