Could leaking forks cause front-end wobbble?

My fork seals have been leaking for a while now, but I've been putting off replacing them, partly because BMW charges R1500 for seals + labour, and partly because I'm trying to find time to do it myself (but know I really won't).

Lately my front-end has started wobbling noticably through the bars at lower speeds - could this be due to the leaks? I suppose if one fork loses more oil than the other it makes the front unstable?
