I reckon these are a fine idea - no pannier frames needed!
They attach with a strap to the luggage rack and with 2 other to the passenger footpegs (or frame) and are waterproof.

They've got zippered  and soft bags inside so that everything stays organised plus space for 2x 1litre fuel/drinks bottles. Holds a total of 50L

THey also make a smaller version - 30L - for smaller DS bikes.

In my opinion, a really good bit of design!
