The perfect pannier rack is dependent on too many variables but a good average would be cool. Standard is just a frame where one hangs your panniers on but it can be so much more efficient, regarding the usage of space and structures...
I kind of favour the soft bags anyway but apart from the panniers it self one can add a flat fuel tank or two with an additional volume of 10L or/and a toolbox without sacrificing too much creature comfort (mostly crap) tagging a long. If someone would offer to build you the perfect rack how would you like it to be designed and what should it hold?
