There are a few rules and procedures.
1) Kill the engine ASAP. In fact, a good way of having fun in water is to have your hand over the kill switch in case you go the way of the water...
2) DONT START THE ENGINE. What happens is that you are trying to compress water instead of fuel and air, and guess what: you can bust or bend a conrod or a valve.
Instead: pull all necessary fairings, plastics, carbs what have you, and remove the spark plugs. Then with them removed, turn over the engine for the first time. It will shoot water out with a major force. Turn the engine over a few times to make sure its out.
3) Check your oil: If you are out there somewhere, and cant replace oil, and theres definately water in it then rather get your mate to tow you out. Its worth saving an engine over. Replace as soon as possible. Water in oil is a major contaminant and will stuff up your engines innards ASAP.
4) Dry all spark plugs, ignition points as best you can. Then replace and restart.
If you havent buggered up anything, it should start.
If you dont get any joy:
1) Connect your spark plug, and rest it on the engine block for grounding. Check that theres a spark when pushing the starter.
2) Check that theres no water in your vital electronics. Dry as best as possible, spray with WD40 to drive out moisture.
