KLR 650 Fuel filter

When I took my KLRr tank off to get it de-dented, I noticed that there was no fuel filter on the furel line. Is there supposed to be? Should I put one on? Also there are three tubes coming out of the tank, two from the fuel tap and one from the back of the tank. What are these for? All other bikes I have had have had only one pipe coming of the fuel tap and thats it. Anyone know what is going on here?
