Rekey of OEM panniers locks

Bought a second hand set of panniers that were locked without any keys. Googled and eventually removed the locks and re-keyed it by moving the tumbler. Only issue I have is that the key goes in easily while the pannier is locked , I the turn the key to open but when opened (orange flag indicator) the key does not want to come out. The question is this standard or did I do something wrong during the re-keying. Never had panniers before. I remember with my R1200 GS Adv I could not remove the key on the topbox (latch locking the topbox to the frame)
