Spoornet Toll Road Elandsbaai to Lamberts and beyond - Any info ?

I have seen, heard and tried to find out solid info on the so called toll road from Elandsbaai to Lambertsbaai and beyond.
T4A shows the toll points and some locked gates.
Question is can you go all the way to Doringbaai

Any help is much appreciated as I can only find one RR on this subject
