Technical Tailor? specifically for Gore-tex?

So I got a pair of Klim pants at a pretty good price.  They are on the baggy side.  I'll ride with them a couple times to see if it's a problem but if they are too baggy.....Are there any specialist tailors around who can work with Goretex?  I mean able to do alterations and retain the waterproofness.

I was thinking of just taking an inch or so out of the thigh width, or adding some velcro "sinch" straps like the newer Klim pants have to make em sit a little tighter.
