Winter Kit Advice

OK, so winter is officially here... and it's my first winter back on the bike and commuting every day.  I would like advice on practical winter kit for commuting:

1)  A good jacket - all-round but not too expensive;
2)  Good gloves - preferably leather, insulating but not too thick for pressing buttons etc.;
3)  Over pants?  Necessary?
4)  Anything else?

Any advice will be appreciated...
