I've just installed a 17-tooth front sprocket on my 650GS. It's a highly recommended mod for those who are thinking of doing it, especially if you're more of a roadie!
There is no noticable reduction in low-end accelleration as these bikes pull like a train, but you can feel the difference above 90km: reduced revs, higher top end and just a smidgeon more accelleration as the lower revs seem to keep the bike in it's power band when overtaking/accellerating from 120-140km/h.
The lower revs also make it noticably more comfortable when cruising 100-120km/h.
It's also a quick and easy mod - total time, including washing my hands, took under 10mins.
I've yet to finish my first tank of fuel post-mod so can't comment on whether there is improved efficiency, but i'll post a follow up as soon as I do.
