Alternator charging, or not....

I finally figured out why the bike dies on me when slowly moving through traffic. To make it worse, when I press the ‘happy button’ all I hear is ticktickticktick. I have since become very efficient at push/run starting the bike into life.

Anyway, I noticed one evening when starting up that the neutral light seemed dimmer than usual. When I picked up the revs passed 3500 it brightened up and all is well.

Now my question: Is it supposed to be like this? Shouldn't it charge from low revs? Is the alternator a serviceable part?
