Bikes for big guys - any rule of thumb?

Hi

I might need to make a few drastic changes very soon in terms of budget and life style. So might need to sell my car and rather get a bike to commute so save on fuel and service costs (car is getting very old).

There are many affordable bikes out there but not all of them will be safe for me to use at highway speeds. I weigh in at 120kg and am 1.9m tall. A little 125 will probably manage 100km/h with me on it on a level road, but I need something that will manage 140km/h at least.

Is there a certain rule of thumb as to engine capacity or power output needed to reach a certain speed? Maybe some other advice as to a good size engine? I not asking buying advice or manufacturer names, just advice on engine size or output.
