buying on ebay

who has experience in buying bike parts on ebay ? I need some scarce parts and I see ebay has them. is there one country's ebay that is better than another or are they all the same. Do you get taxed when the package gets to SA. What sort of time from order to receiving if from the states ?
any feedback would be good.
