COULD THIS BE A BENT FRAME?

On the right hand side of my bike the plastic panel lies flat on the petrol tank but on the other side it is about 7mm above it... I checked if I could find anything weird like the tank being off-centre or something else, but nothing came out and everything looks straight (or normal)...

I hope it is not a sign of real bad news!  :-\
