front end unstable at speed

Hi I need some advise.

My dakar is unstable at speeds above 125kmh. I have done the following. Change the headset bearings , new front rim and new tire. Its unstable if the wheel is balanced or unbalanced.
Any suggestions what the possible problem could be?
