The XR650R RHS foot peg bolts are a known weak point, they are prone to stretching and even snapping when least expected!
I recently replaced mine with some high tensile allen caps.
They are not off the shelf items, i had to get Top Fast to order them for me. They are also not cheap!
I bought a couple of extra sets, if anyone is interested.
OEM foot peg bolts
12.9 grade HT replacements, they are 5mm longer than the OEM bolts (shank lengths are the same).
R70 per set... Only 2 sets available.
(i'm not making anything off this so don't try negotiate)
