How can I check a VIN number?

Hi, I have bought an old XT 350 without papers. I would like to reregister it.I have tried to check the VIN on the net and it says invalid the number is JYA 3NV EC8 SA03 1705 As the frame is curved I could have 3 instead of 8 or B. How do I get police clearance?
