Licence discs

So, my licence disc got stolen off my bike ...again

The last holder was one of those steel ones with the allen key bolts. Someone just broke it off.

Where do you guys mount your discs, to prevent it from getting stolen and still be visible?

( Btw, why would anyone want to steal your licence disc? ???)
