My bike sways around at speed

Can anyone offer any advice why my DL1000 "sways" from side to side at speed on tar.
From around 140kph up the bike moves it's head around and can be a bit unsettling.
I've tried changing the tyre pressures as well as removing the panniers (with the panniers off it seems a bit better)
Please help!
