Need advice on KLR650 that wont start

Hi, my KLR650 won't start except if I use the choke.  The moment i put the choke off the bike cut's out if I do not keep the revs up.  When i leave the throttle or gear down it also backfires but I reckon that's because the engine wants to cut out.  The bike was standing outside in the rain so I dunno if that could have something to do with it.

Any ideas on what it could be would be much appreciated.
