Plastic pannier repairs

Been in Baviaans last week.  It's no place it seems for plastic panniers.  The left hand side's bracket on the bike broke, that's ecconomical "replaceable," but on the right hand side pannier the one "hook" broke of and we couldn't find it.  Withou it the pannier is not usable.  Somebody repaired something like that?

With that, what pannier system will be strong enough?  I've also got a SW Motech rack set with Givi cases, but the cases are a bit bulky.  Anybody got Trax panniers and how do you find them, also in a fall?

I don't like the soft luggage idea because I don't want to take it off every time I stop.
