The image below is from Mapsource (SA Streetmaps 2010.2) The road is included on SA Streetmaps which leads me to believe that it is a public road.
However, at the one end of the road there is an unofficial sign stating private road and no motorcycles allowed. The type of sign which seems to be erected by a farmer without official permission. The road crosses several farms which also would indicate to a public road. There might also be the option of the road being a servitude (ie private)?
