XT 600 z 34L kick start decompression system

Hi Guys, new to forum and also just acquired an XT 600z 34L Tenere as a project bike. First significant issue is trying to get the auto-decompression system to consistently reset. For some reason it will work once but isn't "clicking" back as the kick start returns. It does appear that I'm missing the top spring on the rocker cover, but not sure if that would be the root cause. Any suggestions welcome. Thanks
