Clutch lever safety switches

I’m having issues when my bikes stalls in traffic, when I try to restart while in gear it will start again but other times only after I go to neutral,  I also have tested this at stand still and experience the same random starting issue when in gear. Could that be one of the switches in the clutch lever?
