Building a trailer regulations.

I want to have a custom trailer built - a multi-purpose job.
Flat bed to hold my Ark FishDuc (very narrow) with a channel alongside for the DRZ.
If I'm not taking the Duc, then I'll bolt on luggage box instead.
Is 1750mm to wide?

So who do I go to to get this done - sommer a local engineering works or does it have to be someone who is a "registered" trailer builder?
