Can I weld this - or how else could i fix it ???

Hey there,
Calling out to the guys that know. I have this part that is worn and causing kak.
I need to build up the worn bit.
Can i use my Arc welder.

In the pics below you will see that the shoulders of the bent bit are worn.
The part on the white background is a new part off the net.
Is it possible to build up the shoulders again. my plan was a spot weld with my Arc welder heat and drop into oil to harden ???
I imagine I would not want to mess with the hardness
