DT 175 swing arm

Hi need help ,DT 175 swing arm pivot.
Does the swing arm pivot around the bolt that goes through or does the steel sleeve in the swing arm pivot.
Reason is the steel sleeve is moer tight in the swing arm and my other DT the sleeve just falls out.So if the bolt is the pivot then i will be ok with the sleeve being solid in the arm.
