Help! how to know if a bike is not stolen if there is no papers.

Hi all dogs reading this.

This might be a stupid question but i have the chance to buy a old bike but it doesn't have papers and i want to know if it is stolen or legit. can someone point me into the direction of who to call or where I can check to make sure it is not a scam?
