Help On a repair

Although not strictly duel sport I need some advice from the smart dogs.

I have a Honda 1100RC which is just over 25 yerars old. It was manufactired with an alluminium tank. A few year ago mine developed a leak about 1/2 way up the tank. The leak is at thye point where the plate inside the tank, to stop surging of fuel, attaches to the tank. It seems this has pulled away and in ther process created an area that is porous. The fuel does not so much leak as weep out this area. I have used pratley putty to repair from the outside, but it has started to weep again. Please advise how to repair without cutting and re-welding the tank?
