Honda XR 400 Carb Issue

Hi, I am helping a mate sort out his 98 XR400R. Bike runs fine, but we can only open the tap slightly, when opened completely it floods. There is a sticker on the carb with an american flag on it stating, "This carb is for racing purposes only"

Is this the standard carb? Does anyone know what the standard jet sizes are supposed to be? The bike has a standard air filter and pipe on.
