How to register abike without registration papers

I bought a bike a year ago with the promise of the registration papers to be delivered to me.  After several emails, sms's etc I still don't have it.  The license has already expired.  What can I do to have it registered on my name without the registration certificate from the previous owner?  The bike is still in very good condition.  If I can't get it registered I'll strip it and sell the parts, but I would prefer not to.
