Koingnaas to Kleinsee - Permit question

I plan to ride the 65km from Koingnaas to Kleinsee. I do not plan to spend much time in either town except maybe to fill up on fuel and buy a coke.

Can I just pitch up at the Koingnaas security gate, show my ID and get a permit?
or do I have to organise it in advance through the tannie who operates the Noep diving houses or by means of an invitation by a inhabitant of either town?
