I think those bars in front are there to protect the electronic wizardry in the panniers.

Nope, the electronic gizmo is sitting on top of the top box, those racks are holding the panniers

Panniers are also filled with electronics though. The little gizmo on the top box is not close the everything required to make this happen. Anyway, the pannier racks look like the standard GSA racks with protective bars in front.

It bolts to the same spot the rear foot peg on some makes, but I think these were modified to be stronger.
