My 990 chain is PAP - how to tension?

I hear this clapping noise when riding at higher speeds (80 and above), almost as if something gets slack, then tensions again and slacks and tensions etc... (Die fiets ruk ruk ook so wanneer ek by 'n styl bult weg trek) I pulled the chain backwards (off the sprocket) and it lifts about 1cm ...

Probably a stupid question, turn nuts and stuff loose at the back wheel and pull wheel it backward... is this it? Or is there something more complicated about tensioning the chain?
