Painting/Rhinolining Touratech Panniers

My Touratech (TT) Panniers got badly scratched on the back of a vehicle on a trip to Moz earlier this year. I have tried  to sand the scratches out but sadly they are too deep and irregular.

My questions are :
1.  How would you go about painting an aluminium pannier?
2.  Might it be worthwhile to have the outside of the pannier covered with the Rhinolining material they spray on the back of bakkies? My bike is black so the colour would match.

What say ye wise olde hounds?? ;D
