Putting an offroader on the road

Anybody with any experience on taking a total off-roader and making it road legal?
How does things change if the vehicle in question has NEVER been register (no papers whatsoever)?

How easy is it to get road kits?
(Assuming there is at least a head light to start with and nothing else)
