Removing the pooper scooper

I tried to remove the standard rear wheel hugger thingy of my GSA (2010 model) last weekend but when I try to put the bolts back in their holes the two bottom bolts do not sit flush with the swing arm and the top bolt has a plastic guide thinge that sticks out like a sore thumbs.

Please advise what I should do to take the hugger off without being left with an eyesore. Thanks.  :thumleft:
