Resealing rain gear

The rubber coating on the inside makes little cracks where the water seeps in. Unlike Leonard Cohen's song  where its the light that gets in through the cracks

Thinking liquid latex to be painted over the cracks :-\

Any suggestions and ideas?

Also, where can one get liquid latex in CT
