Road between kinkelbos and woody cape

Can anyome pls tell me if the road beyond this sign is an open road.I was out sussing the road with my bakkie when i came across this sign.There was a SAN parks ranger sitting at the sign , he said it was closed to traffic. I had to hit the tar to alex and then back into the woody cape area.
