Scrapped bike (code3)

Hi there,

does anyone have any experience in trying to get a scrapped/buildup bike through the whole registering etc. nightmare? Is it possible?

I can get a good deal on a buildup bike that I want to use as a project bike but the previous owner has decided to scrap it!
