THROTTLE SYNC CONFUSION

I set the valves to perfection , and then made a mamometer to do the throttle sync ''very nice well made mamometer I might add" Problem is I do the sync at idle using the brass setting screws I get it perfect . Then I do the sync from the cable at ''off'' idle I also get it perfect , but then at idle it is out again , and vice versa ! I'm very confused ! Please help , what the fark am I doing wrong ??? :'(
